Memorandum Circular No. 140, issued on August 17, 2007, suspends work in government offices in the National Capital Region starting at 1:00 p.m. due to Typhoon "Egay." Essential agencies responsible for basic services, health services, disaster preparedness, and other vital public functions are required to continue their operations. The directive is effective immediately to ensure public safety and service continuity during adverse weather conditions.

MEMORANDUM CIRCULAR NO. 140

Upon the recommendation of the National Disaster Coordinating Council (NDCC) and in view of the continuing inclement weather brought about by Typhoon "Egay", work in government offices in the National Capital Region is hereby suspended on Friday, August 17, 2007 from 1:00 p.m. onwards. ISTCHE

However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disaster and calamities, and/or the performance of other vital public services shall continue with their operations and render the necessary services.

This Circular shall take effect immediately.
