In order to strengthen the science and technology support in the prevention of disaster and/or mitigating its effects, you are hereby directed in coordination with the National Disaster Coordinating Council (NDCC), to submit a proposal for the upgrading and modernization of early warning systems of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and Philippine Institute of Volcanology and Seismology (PHIVOLCS) covering the following areas: strengthening of national and regional expert teams of scientists and engineers and quick response teams; upgrading of scientific manpower and facilities; and intensification of public awareness campaign on natural hazards. cd
