Memorandum Circular No. 104, issued on July 12, 2006, suspends work in all government offices across Regions I, II, III, IV, VI, CAR, and NCR due to the adverse weather conditions caused by tropical storm "Florita" and the enhanced southwest monsoon, effective at 12:01 PM. However, agencies responsible for delivering essential services, disaster preparedness, and other critical public functions are exempt from this suspension and must continue operations. The directive is effective immediately.

MEMORANDUM CIRCULAR NO. 104

Upon the recommendation of the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) and in view of the continuing inclement weather brought about by tropical storm "Florita" and the enhanced southwest monsoon, work in all government offices in Regions I, II, III, IV, VI, CAR and NCR is hereby suspended effective 12:01 P.M. today.

However, those agencies whose functions involve the delivery of basic services, preparedness/response to disasters and calamities, and/or the performance of other vital public services shall continue with their operations and render the necessary services.

This Circular shall take effect immediately.
