Memorandum Circular No. 110, issued on August 23, 2006, mandates that all department secretaries and heads of agencies must submit requests for Presidential issuances—such as executive orders and proclamations—to the Office of the President at least seven working days before the anticipated issuance date. This requirement ensures that the OP has adequate time to evaluate and process these requests. Additionally, all submissions must undergo complete staff work as stipulated in Memorandum Circular No. 68 from September 17, 2004. Compliance with this directive is expected from all relevant offices.

To enable the Office of the President (OP) to have sufficient time to evaluate and process requests for Presidential issuances and/or approvals, such as executive orders, proclamations, administrative orders, memorandum orders, memorandum circulars and similar directives, the same should be submitted to OP not later than seven (7) working days before the expected date of issuance, after having undergone complete staff work (CSW) pursuant to Memorandum Circular No. 68, dated 17 September 2004. aESTAI
