MEMORANDUM ORDER NO. 372

APPROVING THE RULES AND REGULATIONS IMPLEMENTING RA 7924, THE LAW CREATING THE METROPOLITAN MANILA DEVELOPMENT AUTHORITY

WHEREAS, Republic Act No. 7924 was enacted by Congress declaring Metropolitan Manila as a special development and administrative region under the direct supervision of the President of the Philippines, and creating the Metropolitan Manila Development Authority (MMDA);

WHEREAS, there is a need to formulate rules and regulations implementing RA 7924 in order to clarify its provisions and harmonize it with other existing laws, rules and regulations;

WHEREAS, pursuant to Section 6 of RA 7924, the Metro Manila Council, which is the governing board and policy-making body of the MMDA, has adopted rules and regulations to implement the law, a copy of which is attached hereto as Annex "A";

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby APPROVE the Rules and Regulations Implementing RA 7924 (Annex "A" hereof), as adopted and indorsed by the Metro Manila Council in their Resolution No. 10 dated 9 May 1996.
