Department Order No. 051-10 from the Philippine Department of Public Works and Highways mandates that all contractors, whether local or foreign, must register with the Civil Works Registry (CWR) system to participate in infrastructure projects. This requirement aligns with the revised rules under R.A. 9184 and aims to streamline the eligibility evaluation process for locally-funded civil works contracts through electronic means. Contractors are also required to update their profiles in the CWR by submitting information on completed projects in both government and private sectors before the deadline for project participation. This order is effective immediately.

DPWH DEPARTMENT ORDER NO. 051-10

SUBJECT : Requiring All Contractors Doing Business with DPWH to be Registered with the DPWH Civil Works Registry (CWR) System

 

In accordance with the provisions of Department Order No. 1, series of 2010, with the subject "Interim Guidelines in the Procurement Process on the Revised Implementing Rules and Regulations of R.A. 9184 (IRR of RA 9184)", requiring "All eligibility evaluation for the procurement of locally-funded civil works contracts to be conducted electronically using the Civil Works Registry (CWR) system regardless of mode of procurement", all contractors, local or foreign, wanting to participate and execute infrastructure projects in the Department must register with the CWR system, unless otherwise prohibited by the lending institution in the case of foreign-assisted projects.

Likewise, for purposes of updating the contractor's profile in the CWR system, all contractors must submit to the Central Procurement Office the updates on projects implemented by them in other government agencies and in the private sector, completed and accepted, prior to the deadline of the submission of Letters of Intent for a particular project that they would like to participate.

This Order shall take effect immediately.
