Memorandum Order No. 167, issued on March 21, 2005, reconstitutes the Negotiating Panel tasked with resolving ownership disputes over a ten-hectare area designated for US diplomatic and consular housing in Fort Bonifacio. The panel is chaired by Hon. Franklin M. Ebdalin from the Department of Foreign Affairs, with members from the Department of Justice, the Bases Conversion and Development Authority, and the Office of the Executive Secretary. The panel is instructed to begin its work immediately and to submit a report and recommendations within 30 days. This order follows Memorandum Order No. 159 issued earlier in 2005.

Further to Memorandum Order No. 159 dated 28 January 2005 regarding the reconstitution of the Negotiating Panel to settle the ownership issue on the ten hectare US Diplomatic and Consular Area in Fort Bonifacio and the establishment of lease arrangements over the same property for US diplomatic and consular housing, the said Negotiating Panel is hereby reconstituted as follows:
