Memorandum Circular No. 116, issued on September 22, 2006, authorizes civil engineers from government agencies and local government units to participate on official time in the 32nd National Convention and Annual Election of the Philippine Institute of Civil Engineers, Inc. (PICE) scheduled for November 16 to 18, 2006, at the Iloilo Grand Hotel. Attendance is permitted as long as it does not negatively impact the functions of their offices or public service delivery. The government will bear no costs beyond the payment of salaries for the attending engineers.

AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF CIVIL ENGINEERS IN VARIOUS GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS IN THE 32ND NATIONAL CONVENTION AND ANNUAL ELECTION OF THE PHILIPPINE INSTITUTE OF CIVIL ENGINEERS, INC.
The Philippine Institute of Civil Engineers, Inc. (PICE), will hold its 32nd National Convention and Annual Election on November 16 to 18, 2006 at the Iloilo Grand Hotel, Iloilo City. HEDCAS
In this connection, Civil Engineers in various government agencies and local government units are hereby authorized to attend the above-mentioned Convention on official time only, at no cost to the government except payment of their salaries, provided such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
