MEMORANDUM CIRCULAR NO. 103
AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF GOVERNMENT AND LOCAL GOVERNMENT UNITS PERSONNEL, MEMBERS OF CONGRESS AND THE JUDICIARY TO ATTEND THE NATIONAL SUMMIT OF THE BAGONG USBONG NA LINGKOD BAYAN
Bagong Usbong na Lingkod Bayan (BULB), an organization of government officials and employees, will hold its first Summit on October 25 to 28, 2006, in Manila.
In this connection, government and local government units personnel, members of Congress and the Judiciary are hereby authorized to attend the above-mentioned Summit, on official time only, at no cost to the government except payment of their salaries, provided that such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public.
