This Department's role in energy efficiency is to ensure implementation of the guidelines on energy conserving design of buildings and utility systems as an integral part of National Building Code, Roadway Lighting Guidelines, and other related guidelines as may be issued by the Department of Energy (DOE) in accordance with RA No. 6541, otherwise known as "National Building Code of the Philippines" and other related laws.
Pursuant to RA No. 11285, institutionalizing energy efficiency and conservation, enhancing the efficient use of energy, and granting incentives to energy efficiency and conservation projects, the following energy conservation measures are hereby prescribed in this Department:
Use of Service Vehicles
1. The use of service vehicles for purposes other than official business is strictly prohibited except in cases where assistance has to be rendered to employees encountering emergencies while on duty. The trip ticket authorizing the use of the vehicle shall be kept inside the same at all times. A copy of the approved trip ticket shall be provided to the guard on duty before going out of office premises for proper documentation of travels.
2. Unless properly authorized, the use of service vehicles on Saturdays, Sundays, legal holidays, or out of the regular office hours or outside the route of the officials and/or employees authorized to use the same, or by any person other than such officials and/or employees, is prohibited.
3. All officials and employees authorized to use service vehicles shall limit their use to essential activities and shall review their travel program and schedules to minimize unnecessary trips. They shall, as much as possible, implement the share-a-ride and carpooling scheme with other employees, e.g., "one-roof-one-ride policy."
4. The Implementing Offices may adopt a "Service Garage System" on weekends and holidays where service vehicles shall be kept in their respective office garages.
5. The Implementing Offices may prepare a monthly pre-travel plan indicating the service vehicles, name of personnel, and destinations. A maximum of fifty percent (50%) of service vehicles is suggested to be dispatched every day. Personnel who have the same destination shall be accommodated with the same vehicle.
6. Meetings, conferences, and conventions which can be held via video conferencing are encouraged.
Fuel Allocation
7. The Implementing Offices may revise the fuel allocation for their service vehicles depending on utilization, distance travelled (e.g., distance from residence to workplace), and/or the observed actual fuel consumption, provided that such allocation is in line with the existing austerity measures of the government. 8. The Implementing Offices may adopt a "Car Holiday" policy wherein service vehicles are prohibited to be utilized in order to minimize fuel consumptions.
9. The Heads of Offices are also encouraged to facilitate the reorientation and training of service vehicle end-users on proper maintenance of vehicles, eco-driving, and fuel conservation techniques.
10. Route familiarization of operators regarding their daily travel itinerary is encouraged to minimize travel time and save fuel.
Use of Electricity
11. All offices are encouraged to procure and utilize renewable energy sources such as solar energy as power source for daytime lighting.
12. All offices are encouraged to minimize the use of lighting fixtures particularly in offices where adequate ambient lighting are provided by daylight alone. Office areas where there is no need for continuous supply of light (e.g., Comfort Rooms, Storage Rooms, etc.) shall only turn on the lights when used.
13. The procurement/use of energy efficient office equipment (e.g., computers, printers/scanners, servers, etc.), facilities (e.g., cool roof technologies), and energy efficient lights and appliances (e.g., Light Emitting Diode (LED) lamps/TVs), inverter-type air-conditioning units, among others, is encouraged. The use of sensors to automatically switch the lights and other auxiliary equipment is also encouraged.
14. Implementing Offices are encouraged to invest in a Multi-Split Type Air-Conditioning (VRV/VRF) to address the issues on energy conservations.
15. During working hours, air-conditioning units shall be set to 25ºC and, if applicable, in "auto mode." Auto mode is one of the modern air-conditioning system's energy saving properties.
16. All appliances and equipment (e.g., TVs, audio/video systems, air-conditioning units, printers, photocopiers, computers, etc.) shall be turned off when not in use and after office hours, except for installations/equipment that require 24/7 utilization (e.g., CCTV cameras, security lights, etc.).
17. Offices and buildings with elevators shall operate the same not earlier than 6:00 AM and not later than 6:00 PM. Able bodied persons and those who are not carrying heavy loads are encouraged to use the stairs especially when going one (1) to two (2) floors above/below.
18. Water pump stations shall be operated not earlier than 6:00 AM and not later than 9:00 PM. The use of rain water for cleaning and watering purposes is encouraged.
19. Except for security personnel, electricians, members of emergency or disaster response team, skeleton workforce, and other personnel on night duty, staying in office premises beyond office hours shall be prohibited unless authorized by the respective Heads of Office. Further, staying overnight or beyond 6:00 PM onwards in office premises shall only be allowed on extreme urgent cases as may be authorized by the Head of Office concerned.
20. All offices shall implement proprietary preventive maintenance plan based on manufacturer's recommendation or best practices to keep equipment and utility services running to its maximum efficiency and life cycle. Regular inspection may also be adopted.
Ventilation Systems
21. All Offices are encouraged to utilize and invest on proper ventilation systems in their respective offices. Industrial fans, exhaust fans, and air filtration devices may be procured using any appropriate available funds of the respective offices for this purpose. Regular cleaning and maintenance of ventilation system are encouraged to ensure efficiency of said devices.
22. All Offices are encouraged to promote energy conservation and efficiency for the ventilation systems utilized.
Designation of Certified Energy Conservation Officer (CECO)
23. In line with RA No. 11285, there shall be an assigned CECO for type 1 designated establishments 1 — having an annual energy consumption of 500,000 kWh to 4,000,000 kWh for the previous year.
24. There shall be one (1) CECO assigned at the Central Office from the Facilities Maintenance Division (FMD) to monitor the electric consumption at the Central Office Main Building, including the Unified Project Management Office (UPMO). There shall also be one (1) CECO from the Bureau of Equipment (BOE) to monitor the fuel consumption in the Central Office, including the UPMO.
25. There shall be at least one (1) CECO for each Regional Office (RO) and District Engineering Office (DEO) to monitor their respective electric and fuel consumptions.
26. The Head of Office shall designate their respective CECOs. Certification is provided under Chapter IV, Section 12 of RA No. 11285. DETACa
27. Pursuant to RA No. 11285, the assigned CECO shall be responsible for monitoring the compliance of this Department to all energy conservation measures prescribed by the national government.
28. The CECO is authorized to provide programs to raise employees' awareness on energy conservation measures.
29. CECOs are encouraged to submit reports and proposals to the Heads of Office regarding initiatives and engagements in Energy Efficiency Projects as defined in RA No. 11285 (e.g., procurement of new equipment which utilizes renewable energy sources).
Monitoring and Reporting
30. All offices are encouraged to follow the standards and criteria set by ISO 50001 2 such as developing a policy for more efficient use of energy, fixing targets and objectives to meet the policy, using data to better understand and make decisions about energy use, measuring the results, reviewing how well the policy works, and continually improving energy management.
31. All CECOs shall submit their reports (attached in this Department Order) to the Secretary, Regional Director, or District Engineer, respectively, on or before the 10th day following the reporting month. The reports submitted to the Regional Director or District Engineer shall copy furnish the FMD. The FMD shall consolidate all reports to be submitted to the DOE not later than the 15th day following the reporting month.
32. The FMD shall assign standard document/form codes to the report forms attached once this Department Order is approved, in line with the Quality Management System (QMS) requirements.
33. There shall be a semi-annual Energy Audit which shall be conducted by all appointed CECOs. No CECO shall conduct audit on the establishment which they represent.
34. The Information Management Service (IMS) of the Department shall design a digital monitoring system and establish a portal within the Department Website where Offices can register for accounts and conveniently submit their respective reports on a regular basis. The same system shall be accessible to the Office of the Secretary for easier monitoring.
35. All employees of the Department, regardless of employment status, shall ensure that energy conservation measures prescribed in this Order are complied with. As such, everyone is enjoined to report to the authorities in their Offices, CECOs, Administrative Staff, or other relevant personnel, any violations hereof. Further, all employees are encouraged to provide suggestions, recommendations, and action plans to their respective Heads of Offices in order to meet the objectives and further improve the implementation of this Order.
Rewards and Recognition
36. Offices which are able to reduce their average electric consumption by 20% (measured per quarter), relative to their average annual consumption in CY 2019, shall be properly recognized and acknowledged thru a certification signed by the Secretary or his or her designated representative.
37. The FMD shall facilitate the awarding and recognition.
This Order supersedes Department Order No. 85, Series of 2005 and all other issuances to the contrary, and shall take effect immediately.
