IATF-EID Resolution No. 7-B, effective May 1, 2023, outlines the classification of various provinces, highly urbanized cities (HUCs), and independent component cities (ICCs) in the Philippines under an Alert Level System to manage community quarantine measures related to COVID-19. The resolution places multiple regions under Alert Level 1, indicating a low risk of transmission, while some areas are classified under Alert Level 2, reflecting a moderate risk. This classification aims to protect public health and facilitate effective responses to emerging infectious diseases, in line with the 1987 Constitution and relevant executive orders. All previous inconsistent resolutions are repealed or modified accordingly, and the resolution has been duly signed by the IATF Chairperson and Co-Chairperson.

IATF-EID RESOLUTION NO. 7-B, S. 2023
WHEREAS, Section 15, Article II of the 1987 Constitution states that the State shall protect and promote the right to health of the people and instill health consciousness among them;
WHEREAS, Section 2 (c) of Executive Order No. 168 (s.2014) mandates the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) to prevent and/or minimize the local spread of emerging infectious diseases (EID) in the country through the establishment or reinforcement of a system in screening possible patients infected with EID, contact tracing, identification of the mode of exposure to the virus, and implementation of effective quarantine and proper isolation procedures;
WHEREAS, the IATF approved the shift in the policy of classifying Provinces, Highly Urbanized Cities (HUCs), and Independent Component Cities (ICCs) for purposes of community quarantine and adopted the Alert Level System for identified pilot areas of implementation and piloted the implementation thereof in the National Capital Region (NCR) on 08 September 2021, and has since expanded to other regions;
WHEREAS, the President issued Executive Order No. 151 (s.2021) on 11 November 2021, approving the nationwide implementation of the Alert Level System for COVID-19 Response;
WHEREAS, the IATF, through IATF Resolution No. 165 dated 24 March 2022, has adopted the policy of including component cities and municipalities in the Alert Level System for purposes of alert level classification;
WHEREAS, on 28 October 2022, the Executive Secretary issued a Memorandum delegating to the IATF the approval of the Alert Level System Classifications of local government units, including Provinces, HUCs, and ICCs.
NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, that the IATF approves the recommendations of the sub-Technical Working Group on Data Analytics, placing the following provinces, HUCs, ICCs, component cities, and municipalities under their respective Alert Levels effective 1 May 2023 until 15 May 2023: HTcADC
