Memorandum Order No. 204, issued on February 6, 2006, aims to streamline the promotion process for members of the Philippine National Police. The Secretary of the Interior and Local Government, in collaboration with the National Police Commission (NAPOLCOM) and with input from the Civil Service Commission, is instructed to submit promotion recommendations directly to the President through the Executive Secretary. This order revokes or modifies any prior issuances that conflict with its provisions and takes effect immediately.

PROVIDING FOR A MORE EXPEDITIOUS PROCESSING OF THE PROMOTION PAPERS OF THE MEMBERS OF THE PHILIPPINE NATIONAL POLICE
To expedite the processing of promotion papers of the members of the Philippine National Police, the Secretary of the Interior and Local Government and Chairman of the National Police Commission (NAPOLCOM), after obtaining the necessary recommendation from the Civil Service Commission, is hereby directed to submit his recommendation to the President directly through the Office of the Executive Secretary. acSECT
All issuances which are inconsistent with the provisions of this Memorandum Order are hereby revoked or modified accordingly.
This Order shall take effect immediately.
