Memorandum Order No. 351, issued on March 14, 1996, establishes a Committee of Peers to investigate allegations against Secretary Hilarion J. Ramiro, Jr. of the Department of Health, including claims presented in a privilege speech by Senator Juan M. Flavier. The committee will be chaired by Secretary Teofisto T. Guingona, Jr., with members including Chief Presidential Legal Counsel Renato L. Cayetano and Secretary William G. Padolina. The Committee is tasked with evaluating the allegations and must submit its findings and recommendations to the Office of the President by March 31, 1996.

MEMORANDUM ORDER NO. 351

There is hereby created a Committee of Peers which shall look into and evaluate the merits of the various allegations raised against Secretary Hilarion J. Ramiro, Jr., Department of Health, including those contained in the privilege speech delivered by Senator Juan M. Flavier on 13 March 1996.

The Committee shall be composed of Secretary Teofisto T. Guingona, Jr., as Chairman, with Chief Presidential Legal Counsel Renato L. Cayetano and Secretary William G. Padolina as Members.

The Committee shall submit its report and recommendations to the Office of the President, thru the Office of the Executive Secretary, not later than 31 March 1996. cdt
