QUOTED hereunder is the Resolution adopted the Board during its 5th Regular Meeting held on September 3, 2009, to wit:

GAB RESOLUTION NO. 016-09

APPROVING NEW COCKFIGHTING POLICIES, RULES AND REGULATIONS IN RELATION TO THE HOLDING/STAGING OF INTERNATIONAL DERBIES

WHEREAS, Section 3.3 (f) of Executive Order No. 149 dated December 28, 1993, issued by His Excellency, then President Fidel V. Ramos, entitled "Streamlining the Office of the President" transferred the defunct Philippine Gamefowl Commission (PGC), which is one of the agencies under the Office of the President, to the Games and Amusements Board (GAB) for administrative supervision; SEHACI

WHEREAS, the functions that were absorbed by GAB during the transfer are the supervision and regulation of international cockfight derbies and the issuance of permit to hold international derbies and issuance of licenses of cockfighting personnel thereof;

WHEREAS, the Board created a Committee to formulate cockfighting policies, rules and regulations composed of Commissioner Juan Ramon R. Guanzon, Ms. Ofelina C. Artugue, Mr. Dioscora B. Bautista, Ms. Celia S. Santiago and Mr. Ernesto F. Vendiola; CHDTEA

WHEREAS, after several meetings held with the stakeholders, there is a need to promulgate new cockfighting policies, rules and regulations to adopt with the present situation in elevating the standards of cockfighting and enhancement of tourism industry in the country, particularly the holding of international cockfight derby.

NOW, therefore, the Board RESOLVED as it is hereby RESOLVED to APPROVE as it is hereby APPROVED the new cockfighting policies, rules and regulations in relation to the holding/staging of international derbies as recommended by the Committee created for such purpose, to wit:

1. The six-day interval on the holding of international derby would be counted from the last day of activity and the duration of holding the same shall be limited only to one (1) week.

2. The payment for an additional derby date is Three Thousand (P3,000.00) Pesos. The 3-day prohibition has been lifted.

3. Six (6) months before the January 1 season and six (6) months before the May 1 season, all stakeholders will be invited for a meeting to discuss their scheduled derby dates to be held at the Office of the Chairman, the Games and Amusements Board. The stakeholders shall bring all requirements to hold/stage an international derby. In case there is a conflict of schedules dates, only stakeholder with complete requirements can participate in the drawing of lots scheme. IEAacT

4. The requirements for the holding/staging of an international derby shall be:

a. Application Form, accompanied by a letter-request, to be filled-up and filed at the Professional Basketball and Other Pro-Games Division.

b. Copy of the Mayor's Permit to operate.

c. Cockpits/venues, where the international derby will be held shall be registered with the Games and Amusements Board.

d. Cockpit personnel, who will exercise their professions shall be licensed by the Board. (Pit Manager; Referee (Sentenciador); Bet Manager (Kasador); Bet Taker (Kristo or Taga-Pusta); Gaffer (Mananari); and Promoter).

e. Letter from the charitable institution to the promoter requesting that they be allowed to be their beneficiary in staging or holding of an international derby. Copy of the presidential proclamation authorizing the fund-raising should be attached to the letter.

f. Payment of the derby assessment fees from the previous international derby. The Derby Assessment Fee (DAF) shall be Three Hundred (P300.00) Pesos per "sultada".

g. List of expected foreign participants (at least 8 foreign participants).

h. Performance/Cash bond in the amount of Two Hundred Thousand (P200,000.00) Pesos.

5. The payment for the corresponding permit fee shall be in the amount of Eighteen Thousand Five Hundred (P18,500.00) Pesos.

6. Fines and penalties for violation of these cockfighting policies, rules and regulations are as follows: AScTaD

7. Applicability of these cockfighting policies, rules and regulations.

 These cockfighting policies, rules and regulations shall be effective January 1, 2011 and shall be applied in Metro Manila only.

RESOLVED further that all existing polices, rules and regulations promulgated by this Board governing the holding of international derbies are hereby repealed.

RESOLVED furthermore that copy of this Resolution be furnished all parties concerned.

SO RESOLVED.
