Memorandum Order No. 447, issued on October 8, 1997, by President Fidel V. Ramos, approves the Industrial Development Plan (IDP) of the Philippines as recommended by the Industry Development Council (IDC). The IDC, after consultations with relevant agencies and the private sector, is tasked with ensuring the plan promotes the global competitiveness of local industries. Following the approval, agencies must submit their respective Action Plans within 30 days to facilitate effective implementation. The IDC is also responsible for conducting annual reviews and submitting progress reports to the Office of the President. This order takes effect immediately.

APPROVING THE INDUSTRIAL DEVELOPMENT PLAN OF THE PHILIPPINES
WHEREAS, the Industry Development Council, pursuant to Executive Order No. 380, is tasked to formulate and recommend the approval of the Industrial Development Plan for the country towards the promotion of the global competitiveness of the local industries;
WHEREAS, the Industry Development Council, following its consultation with the concerned agencies and private sector, specifically the local industries and business sector, has submitted and recommended for approval the attached Industry Development Plan;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by the powers vested in me by law, do hereby order:
SECTION 1. Approval of the Industry Development Plan. — The Industry Development Plan submitted and recommended by the Industry Development Council (IDC) is hereby approved.
SECTION 2. Implementing Guidelines. — The concerned agencies shall submit to the IDC, not later than thirty (30) days from the approval of this Order, the appropriate Action Plan pertinent to the effective and efficient implementation of their respective components in the herein approved Industry Development Plan.
SECTION 3. Plan Review and Updating. — The IDC, in close coordination with the concerned agencies and private sector, shall conduct an annual review of the IDP towards ensuring its responsiveness to the national thrusts and world developments.
SECTION 4. Reportorial Requirement. — The IDC shall submit to the Office of the President, an annual progress report on the implementation of the Industry Development Plan.
SECTION 5. Effectivity. — This Order shall take effect immediately.
