Batas Pambansa Blg. 31, enacted on June 6, 1979, amends the Revised Anti-Subversion Law by redefining what constitutes subversive organizations. Under the amended Section 2, any group or political party that seeks to overthrow the Philippine government or remove its allegiance through illegal means, especially with foreign support, is classified as subversive. This law aims to strengthen the government's position against groups that threaten national sovereignty. The amendment took effect immediately upon approval.

AN ACT AMENDING PRESIDENTIAL DECREE NUMBERED EIGHT HUNDRED EIGHTY-FIVE, OTHERWISE KNOWN AS THE REVISED ANTI-SUBVERSION LAW

SECTION 1. Section Two of Presidential Decree Numbered Eight hundred eighty-five, otherwise known as the Revised Anti-Subversion Law is hereby amended to read as follows: acd

"SEC. 2.  Subversive Associations and Organizations. — Any association, organization, political party, or group of persons organized for the purpose of overthrowing the Government of the Republic of the Philippines or for the purpose of removing from the allegiance to said government or its laws, the territory of the Philippines or any part thereof, with the open or covert assistance or support of a foreign power, by force, violence, deceit or other illegal means shall be considered and is hereby declared a subversive organization."

SECTION 2. This Act shall take effect upon its approval.
