Memorandum Circular No. 114-A, issued on October 13, 2006, amends the previous Circular No. 114, allowing government officials and employees to participate in the GP3 Conference-Workshop-Exhibit organized by the Clean and Green Foundation, Inc. on October 23-24, 2006. Each government agency and Local Government Unit (LGU) may authorize the attendance of one key official related to environmental programs on official time, provided it does not disrupt normal office operations. Participants are required to submit a report on their attendance to their respective agency heads, while the Clean and Green Foundation must provide a comprehensive evaluation of the event to the relevant authorities. Funding for registration fees is subject to availability and compliance with accounting requirements.

AMENDING MEMORANDUM CIRCULAR NO. 114, DATED SEPTEMBER 15, 2006 "AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF GOVERNMENT OFFICIALS AND EMPLOYEES IN VARIOUS GOVERNMENT AGENCIES AND LOCAL GOVERNMENT UNITS IN THE CONFERENCE-WORKSHOP-EXHIBIT OF CLEAN AND GREEN FOUNDATION, INC."

In connection with the two (2)-day Conference-Workshop-Exhibit dubbed as GP3 (Green Productivity, Green Purchasing, Green Philippines) at the Dusit Hotel Nikko, Makati City, on October 23-24, 2006, which has been organized by the Clean and Green Foundation, Inc. under the authority of the Department of Trade and Industry and Department of Environment and Natural Resources, concerned heads of departments and agencies of the government, including Local Government Units (LGUs) may authorize the attendance of not more than one (1) key official in charge of environmental programs and projects, and/or supply/purchasing officer, per agency, to the said convention on official time with entitlement to registration fee, subject to availability of funds and the usual accounting and auditing requirements. Provided, there will be no disruption of normal office activities/services in their respective offices by reason thereof.

The participants shall submit to their respective agency heads a complete report on their attendance or participation in the conference. Likewise, the Clean and Green Foundation, Inc. is requested to submit to this Office and the Civil Service Commission a general report and evaluation of the conference, including a list, by offices, of participants therein.
